Xi Jinping: The Governance of China

Since my appointment as Ambassador to China 3 years ago, I witnessed China’s very notable, very remarkable and rapid development under the leadership, in the guidance of the Communist Party of China.

Notably, the efforts is that the liberation of the 100 million people, citizens from poverty, which was a very successive example for the implementation of the UN sustainable development goal, and which would lead to the establishment of the moderately prosperous society in china.

Mongolia was the one of the first countries to sign the Belt and Road cooperation document with China. It has always highly appreciated and strongly support the Belt and Road initiative. The presidents of Mongolia, the three presidents have attended all the Belt and Road forum sessions. And BRI and Mongolia’s Steppe Road initiative have been smoothly aligned.

And the results of the cooperation have continued to emerge.

Infrastructure connectivity such as railways, roads, and water ports has been continuously promoted. And construction of the new railway ports agreed by two sides has been accelerated.

As one of the six economic corridors under the framework of the Belt and Road initiative, the China-Mongolia-Russia Economic Corridor has made a positive progress and played a very important role in increasing connectivity and cooperation among the three countries.

Under the framework of the Belt and Road initiative, Mongolia’s natural resources and energy endowments have been fully integrated with China's market ecology.

And also talents and positive progress has been made in corporation in energy, finance, economy and other fields, and truly achieved mutual benefit and win-win results.

Recently, in an article in China Daily, President Khurelsukh praised the Belt and Road initiative and the China-Mongolia cooperation is under this framework.

In the context of the Northeast Asia, particularly among the Mongolia,China, Russia, the existing multilateral power and the interconnection are quite limited. Seizing this opportunity, I wish to underscore the significance of the regional mechanisms such as grid common initiative and Northeast Asia’s Super Grid initiative.

It's still very crucial to emphasize the importance of advancing these initiatives are built in the greater political trust within the framework of multilateral energy cooperation.

Coordinating these efforts with the Belt and Road energy policies is equally vital, aiming for the win-win scenario for all parties in all. Exploiting at our strategic geographical location that connects Asia and Europe, we aspire, that is Mongolia aspires, to position, as a transit Mongolia, a hub for the transportation, logistics, production and sales.

Our plan involves the development of infrastructure linking Russia, Mongolia and China, and encompassing the construction of the roads, gas pipelines, and the electrical railway axis in both western and eastern Mongolia.

These infrastructural projects are not only positioned to strengthen the cooperation among the three counties, but also to influence the regional community.

The Mongolia-China-Russia Economic Corridor, a comprehensive program integrates Mongolia’s Steppe Road initiative and Russia's Eurasian Economic Union and the Chinese Silk Road Economic Belt initiatives, which has played as a real important role in cooperation among our three nations.

It spans various domains including the economy, trade, customs control, transportation, logistics, infrastructure, energy, tourism, and everything from land to ports.

Today in Northeast Asia, especially between Mongolia, China, and Russia, the multilateral power interconnection is very limited.

The China's approach to modernization centers on the citizens centered development, as I see. And it's emphasizing the prosperity and wellbeing of its people.

This initiative in the area, in this perspective, seeks to achieve the harmony with the social spirituality and civilization, as well as the harmony with the environment and ecology and promoting the path to peaceful development.

As neighbors connected by the mountain and the rivers, the Mongolia and China share a unique bond. Chinese modern reforms are marked by openness and accessibility to neighboring countries, presenting an abundant opportunity to mutually beneficial cooperation.

We have presented with the remarkable opportunity to implement agreements made at the high levels of both counties, undertaking the projects that are friendly and accessible and beneficial to the citizens of both nations.

Coordinating our development policies, we have abundant resource to progress together in the regional and international cooperation. The alignment of the Belt and Road initiative with the Mongolia’s Steppe Road forum, the global development initiative with the Mongolia’s New Revival Policy and China's two-stage development strategy with Mongolia’s long term development, a vision which aims to drive the development of bilateral relations through the three engines.

Regarding Mongolia’s plans for the modernization, likely in all economic infrastructure development and the efforts to enhance the education and technology.

Drawing from the China's experience, both successes and challenges,  Mongolia is poised to shape its own pattern towards modernization, to share the commitment that the collaboration creates promising environments for the community development and the prosperity of both nations.

So cultural exchange plays a very important role in the mutual understanding and understanding between the Mongolian and Chinese.

The first visit of the Chinese literary and artistic team to Mongolia was held in 1952, which marks the beginning of the modern history of cultural exchange between our countries and between our people.

After not too long, the culture delegation from the People's Republic of Mongolia at that time visited China in 1953. And they performed on the tour and showcased Mongolian culture for the first time to the Chinese public.

Next year in 2024, we will celebrate the 75th anniversary of our diplomatic relations plus the 13th anniversary of the signing the treaty of friendship and cooperation.

And also we would celebrate the 10th anniversary of the establishment of the comprehensive strategic partnership between Mongolia and China. Our state leaders have already agreed to jointly organize a series of events to mark these milestones.

We intend to organize the joint cultural events to celebrate these anniversaries next year. To promote the cultural cooperation, we opened Mongolia Culture and Information center at our embassy last year. This is the first Mongolian culture center. Since its opening, we organized successfully 50 cultural events that promoted cultural exchange between Mongolia and China.
