Cambodia's civil aviation sector is witnessing strong recovery and expansion, marked by the inauguration of a new direct flight connecting Phnom Penh and Tokyo on October 27 at Techo International Airport.

Dr. Mao Havannall, Minister in charge of the Secretariat of State for Civil Aviation (SSCA) of Cambodia, announced that the Kingdom now hosts 33 domestic and foreign airlines and has seen significant passenger growth in 2025.
“The results for air transport in the first nine months of 2025 clearly demonstrate the resilience and appeal of the Cambodian market,” Dr. Mao stated. “We now have 33 domestic and foreign airlines connecting flights within the region and globally.”
The Minister highlighted that Cambodia received more than 5.1 million air passengers during the first nine months of the year. This represents a robust increase of 14% compared to the same period in 2024, which recorded more than 4.5 million passengers.
The statement was made on the occasion of Dr. Mao Havannall’s inauguration of the new direct flight between Phnom Penh and Tokyo (via Huzhou, China) at Techo International Airport. This route had been suspended since the onset of the COVID-19 crisis, during which Cambodia saw approximately 200,000 Japanese air passengers and tourists in 2019.
Dr. Mao highlighted that the re-establishment of the direct connection with Japan makes it the 16th country to have direct flights to Cambodia.
“This launch is another new milestone for the Royal Government, the Secretariat of State for Civil Aviation, Cambodia’s National Airlines, and all stakeholders who are proactively seeking every means to promote the resumption of vital international passenger flights,” he added.
