PHNOM PENH, CAMBODIA — LEUNG Chun-ying, Vice-Chairman of the National Committee of the Chinese People’s Political Consultative Conference and Chairman of the GX Foundation, was awarded the Knight Grand Officer of the Royal Order of Monisaraphon on September 15th, by Cambodian Deputy Prime Minister Neth Savoeun. The prestigious honor recognizes Leung's significant contributions to Cambodia’s healthcare sector.

The award ceremony was attended by Chinese Ambassador to Cambodia WANG Wenbin and GX Foundation CEO Professor CHAN Ying-Yang Emily.

In his acceptance, Leung expressed his deep honor and delight that the GX Foundation's work has been recognized by the Cambodian government. He thanked all supporting partners, including the Cambodian government, the Ministry of Health of Cambodia, the China's Guangxi Zhuang Autonomous Region Health Commission, and local Chinese enterprises. Leung pledged to continue promoting public health cooperation between China and Cambodia, strengthening people-to-people connections, and contributing to a shared future for both nations.

Several of Leung's colleagues were also honored. Professor Chan was conferred the Knight Officer rank, while Senior Advisor CHUNG Pui-sing, Cambodian Advisors OKNHA YUM Sui-sang, LUU Meng, BER Ly, LUONG Chan-huy, WONG Hon-ping, and Southeast Asia Project Director LAM Wing-yin were all awarded the Knight rank.







GX Foundation's Impact in Cambodia
The GX Foundation's Cataract Blindness Elimination Programme has been a major focus of its work in Cambodia. To date, the foundation has conducted over 7,700 screenings and performed 5,800 surgeries in the country. In July 2024, the foundation successfully eliminated all backlog cataract cases in Prey Veng Province and has since relocated the program to Kampong Speu Province.
Beyond cataract surgeries, the foundation launched a Project for Health Protection against Dengue Fever in July 2024. The initiative, active in Kampong Speu Province and along the Phnom Penh–Sihanoukville Expressway, involves installing mosquito lamps and distributing educational materials to help reduce the risk of dengue infection.
The Royal Order of Monisaraphon is awarded to individuals for outstanding achievements in education, arts, science, literacy, or social work. This marks the second time Chairman Leung has been honored with the award; he was previously conferred the Knight Commander rank in September 2022 for his public health and humanitarian efforts in the country.
Established in Hong Kong in 2018, the GX Foundation is a Chinese non-governmental organization that provides medical and public health humanitarian assistance to countries involved in the Belt and Road Initiative. The foundation operates with the core values of "sharing" and "people-to-people connectivity."
