Cambodian Prime Minister Hun Manet Orders Immediate Ban on Vapes and Shisha

Cambodian Prime Minister Hun Manet has ordered an immediate and comprehensive ban on all electronic smoking devices and shisha across Cambodia. The new order, issued on Wednesday, prohibits the import, distribution, sale, advertising, use, possession, production, and storage of these products.

The Prime Minister cited growing concerns over the widespread use of vapes and shisha among children and young people, emphasizing that the ban is essential to protect public health and maintain social order. He also stated that the use of these products not only seriously impacts public health but also undermines the development of high-quality, healthy human capital—a critical national asset.

"The products, particularly electronic devices like e-cigarettes, can be used to smoke other drugs and serve as a path toward illicit drug use. Nicotine addiction often leads young users to traditional smoking, contributing to the rise of non-communicable diseases. The products harm the brain development of children and young people and cause severe lung and organ damage" stated the PM.

The Prime Minister has ordered an aggressive, multi-ministerial enforcement effort; such as, Authorities are tasked with enforcing measures against the import, distribution, and sale of these products, with legal action to be pursued against those who violate the ban. Violators face having their licenses revoked or suspended. The Ministry of Education is urged to strictly enforce prevention policies prohibiting the use of vapes and shisha within and around all educational institutions, including schools, training centers, and sports facilities. Administrative sanctions will be imposed on civil servants, national police officers, soldiers, and contract officers found to be using or involved with these products. Individuals found using or possessing vapes or shisha will face verbal warnings and confiscation of the items. Repeated non-compliance will result in written warnings and signed agreements to cease usage. The Ministry of Health is tasked with promoting public education about the associated health risks and dangers.

The ban has received strong support, with Cambodian Health Movement President Mom Kong stating the prohibition will protect youth from harmful effects. Kong noted that aggressive advertising, with his research identifying over 688 active social media pages promoting the products, has driven increased use among Cambodian children and youth.
